Dubai Holding Signs Dh5 Billion Deal for New HQ and Jumeirah Residences

Dubai Holding has awarded a Dh5 billion construction contract for its new headquarters and Jumeirah Residences Emirates Towers, marking the group’s largest-ever building contract.

The contract has been awarded to China State Construction Engineering Corporation Middle East (CSCEC ME) and will deliver two major developments that are expected to add a new landmark to Dubai’s skyline while expanding the city’s luxury residential market.

The new Dubai Holding headquarters is scheduled to open in 2029, while Jumeirah Residences Emirates Towers is expected to be handed over in 2030.

A major new landmark for Dubai

Designed by globally recognised architecture and engineering practice Skidmore, Owings & Merrill (SOM), the new Dubai Holding headquarters will feature a distinctive circular design.

Rather than following a conventional office layout, the building will be centred around an open-air atrium and landscaped courtyard. Large terraces will also form part of the design, creating spaces intended to encourage collaboration and interaction among employees.

The project is expected to become one of Dubai’s most distinctive corporate buildings once completed.

Sheikh Ahmed bin Saeed Al Maktoum, Chairman of Dubai Holding, attended the contract signing ceremony.

He said the investment reflects Dubai Holding’s long-term commitment to supporting economic growth and strengthening Dubai’s position as a global destination for business, investment and talent.

754 branded residences coming to Emirates Towers

The Dh5 billion contract also covers the development of Jumeirah Residences Emirates Towers, a major luxury residential project at the same location.

The development will include 754 branded residences across two towers, adding another high-end residential option to Dubai’s already competitive luxury property market.

With Dubai continuing to attract international investors, residents and high-net-worth buyers, the project is positioned to benefit from sustained demand for premium homes in well-connected parts of the city.

Construction is expected to progress toward a scheduled residential handover in 2030.

Headquarters designed around sustainability and wellbeing

The new Dubai Holding headquarters is being designed with employee wellbeing, sustainability and technology at its core.

According to Dubai Holding, the building will aim to meet leading international sustainability and wellbeing standards while supporting a lower-carbon future.

The circular configuration is one of the project’s most notable architectural features. The central open-air spaces and landscaped areas are intended to bring more natural elements into the workplace, while the terraces provide additional areas for employees to meet and collaborate.

The approach reflects a broader shift in Dubai’s commercial real estate sector, where developers and businesses are increasingly focusing on sustainable design, workplace experience and energy efficiency.

China State Construction Engineering to lead construction

CSCEC ME will be responsible for delivering the project under the Dh5 billion contract.

The agreement brings together Dubai Holding’s investment and development capabilities with one of the world’s major construction companies, supporting the delivery of both the corporate headquarters and the branded residential development.

The signing ceremony was attended by senior officials and representatives from both organisations, including Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, and Ou Boqian, Consul General of China in Dubai and the Northern Emirates.

Dubai Holding Group CEO Amit Kaushal and CSCEC ME Chairman Tian Sanchuan were also present.

The development comes as Dubai continues to strengthen its position as one of the world’s most active real estate markets.
